Charlie Penland is a Senior Principal at Walter P Moore with over 40 years of experience in engineering, specializing in flood protection and hydraulic design. He’s a frequent speaker and lecturer on these topics. Charlie played a key role in designing flood protection systems for the Texas Medical Center after Tropical Storm Allison in 2001, which proved effective during Hurricane Harvey. He has also been involved in several significant Low Impact Development projects. Charlie will discuss mitigating flood risks and optimizing protection for at-risk buildings, covering planning, design, operational considerations, and FEMA compliance.
